Gansu People-run Non-enterprise Development Countermeasure Research

Private non-enterprise unit,as the product of economic transformation and social development,is one kind of social organizations together with other social groups and foundation in our country.The emergence of private non-enterprise unit,domestic scholars believe,is to promote the innovation of social management system,to improve the work on social management,and to change the functions of government.Foreign scholars attribute its emergence to a series of theories—government malfunction and market failure theory;contract failure theory;charity theory and self-interest theory.Private non-enterprise unit is mainly characterized by five aspects: private;non-profit;independent;substantive and social.It has been almost twenty years since this kind of organization was officially put forward in 1998.Private non-enterprise unit has experienced a rapid development stage from scratch since its first appearance almost twenty years ago.In Gansu,an underdeveloped area,despite many great achievements gained by the private non-enterprise,there are still plenty of problems — the size is generally small;the strength is weak;the development is not balanced;the internal governance mechanism is not perfect;the service for the community is not in place.Besides,work on registration management over private non-enterprise units by the administration sections is powerless,planless and even in short supply.All these problems reduce the development of private non-enterprise units in Gansu to stagnation,low social recognition and credibility as well as limited ability to undertake the transfer of government functions,which,in turn,provide broad space and stage for their development.How to solve the problems in the development of private non-enterprise units and to provide some suggestions for their sustainable development is the focus of this paper.We should build up the system of property rights,better the laws and regulations and further implement preferential taxation policies.At the same time,it is necessary to establish a convenient,efficient and standardized government regulatory system to limit the profit tendency,improve the internal governance mechanism and perfect the information disclosure system.
