Research On Security Prevention And Control Of Urban Underground Public Space

Underground space is hailed as the "second space" for urban development and is a valuable resource for sustainable urban development.International Tunnelling Association points out,the 21 st century is the century when mankind moves into underground space.At present,China is in the period of rapid urbanization development,the pace of development and construction of underground space is gradually accelerating,and the number and scale of urban underground public space(UUPS)will also increase rapidly.However,the threats and risks faced by UUPS is also intensifying,the derivative effects of disaster disasters are large and the events are complex,and the social security situation is very complex.The risks of UUPS are emerging constantly,affecting people's production and life,urban security development,and the construction of safe China.UUPS refers to the public open space below the surface for public participation in social activities and social interaction,such as underground transportation space,underground commercial space,and so on.This kind of space has the general characteristics of relatively closed,social function and weak sense of space-time direction.From the view of public security,it is characterized by the obstacle of internal evacuation and rescue,the space of the accident is isolated,the effect of harm is great,and the standard of security demand is high.Because of the position and structure characteristics of the underground public space,it is faced with severe threats of terrorist attacks,the risk of public security disasters,natural disaster accident and the serious consequences of the derivative problems of public security cases.At the same time,the status quo of public security prevention and control in UUPS is insufficient attention,lack of special legal norms,imperfect management mechanism,inadequate investment in prevention and control,and prevention and control of poor cultural construction.All these put forward large difficulties for the order maintenance of the UUPS and the protection of people's lives and property safety.The public security prevention and control of UUPS should be combined with the structure and environmental characteristics of the underground,grasp the key point of prevention and control,strengthen the prevention and control of the peak and key parts of the crowd,involve the management and control of the violent personnel and dangerous articles,the psychological prevention and control of the disadvantaged people,and maintain the stability of the order.In order to prevent and control the complex public security problems in UUPS,it is necessary to carry out systematic security prevention and control.That is,under the guidance of ground and underground integration,dynamic coordination,scientific and technological support,local conditions,and cost-effectiveness prevention and control principles,clear and diversified main body of prevention and control is required,the woven visual command patrol networks,entrance and exit control networks,emergency rescue evacuation networks,in-depth interconnection and interoperability networks,and improve public security information collection and analysis and judgment mechanisms,practical command and emergency rescue evacuation command mechanisms,and departmental collaborative linkage mechanisms.We must provide solid legal guarantees,policy guarantees,and technical guarantees to better ensure the safe development of cities and enhance people's sense of security.
