Research On The Dialogue In The Public Security Organs' Group Petitions Handling

Public order determines the nation and the well-being of the people's livelihood.China is currently in the transition period of society and the deep-water zone of reform,the drastic changes and major adjustments in social structure and social interests have led to an increasingly fierce conflict of interests among all sectors of society,combined with the poor channels for expression of interest appeals and the deep-rooted habits of letters and visits,petition has become the main channel for more and more people to reflect their demands and safeguard their own rights and interests,the incidents of group petitions are occurred more and more frequently,which has a serious impact on public security order and social governance,and interfered with the healthy and orderly progress of economic and social construction.Whether we can effectively resolve and properly handle group petitions or not has become a major challenge facing the current governance of public security.As the operators of the public order,how to deal with group petitions in a scientific,effective,and peaceful manner is not only a problem that the public security organs need to seriously face and think about,under the current background of China has entered a new era,but also a problem that the whole People in particular,especially public security scholars need to think about seriously.Judging from the previous disposal practice of the public security organs,the traditional repressive disposal mode adapts ordering,prohibition,sanction,force repression,and other compulsory administrative means,resulting in an not ideal disposition effect,it cannot fundamentally make the group petitions to be effectively resolved,so it has already not compatible with the changing social situation.But the dialogue is that the public security organs and their police officers start to talk with group petitioners and their representatives through the skillful use of dialogue techniques and methods as well as relevant laws and policies,in order to achieve the purpose of stabilizing the petitions of the masses,enhancing mutual understanding,and effectively controlling the state of the affairs,the functions of communication and guidance,adjustment and appeasement,and conflict mitigation have enabled the dialogue to play a huge role that the traditional repressive disposal model cannot be matched by in the group petition handling.As a new mode of disposition,dialogue is the turning and transcendence of the traditional repressive disposition mode.This shift and transcendence will certainly bring new dawn to the scientific,effective,and peaceful handling of group petitions.In view of this,using the theory of dialogue and contradictions among the people,combined with the current social situation and the public security police disposal of practical experience,through the interpretation of the dialogue connotation,the analysis of the dialogue necessity,the exploration of the dialogue operation mode,the summary of the dialogue techniques and methods,and the combing and thinking of the remaining dialogue dilemma,in order to form a theoretical norm to guide public security officers' dialogue and disposal practice.
