A Study On Countermeasures Of Public Security Organs For Mass Incident

Group events happen frequently in China, and has become an outstanding social issue.Group events is one of manifestations of social conflicts.Its occurrence has profound political, economic, social and other reasons. Group events'occurring frequently reflects the increase,aggravation of social conflict during the social transition, and they have broken through the existing mechanisms of social stability.The social economy system transforms from the planned economy to the market economy, encouraging part of people to get rich first, the income adjustment mechanism is not perfect, gap between rich and poor enlarges unceasingly, the social class differentiation is obvious,The political reform has lagged far behind, the society operation mechanism also have not been prompt reformed。Those Lead to the incompatibility between the economic base and superstructure。Some social conflicts cannot be resolved within the system, then vulnerable groups select these ways outside the system to Expressed their appeals, such as the irregular assembling and collective petitioning, etc, by witch group events are formed。The massive occurrence of group events has influenced social order and rapid development of economics seriously。How to resolve group events Scientifically, reasonably and appropriately has become a required course for the party and government, from the central to the local。As one of important department of government, the public security organs is main maintenance force for public order, and should undertake the responsibility to actively assist the relevant departments to calm the situation, to restore social order, under the unified leadership of party committees and governments, when group events happen。However, the complexity of mass incidents also decides the difficult work of the disposal. On the one hand, the public security organ must maintain the normal social order, prevented group events hindering the public interest; On the other hand, they must safeguard the pulic right of free expression benefit. How to balance all interests, and to resolve group events reasonably and legitimately, is a major test for the public security organs.This article analyses the pros and cons of the public security organs in handling group events, making use of government function theory and social conflict theory, from the perspective of the public security organs。This article proposes that the public security organs should renew the idea, clearly define responsibilities and requirements,to enhance the disposal level of group events for social order.
