Drug Control System And Improved Scheme In China

The Drug problem has been highly concerned by the international community for a long time.Since the International Opium Commission convened in 1909 in Shanghai,the international community had carried out long-term exploration and cooperation on drug control,in order to curb the development and spread of the drug problem.However,in the past century,the drug problem had not been solved,but had brought about more complex features through the development of science and technology and had become a serious international public hazard.In the current period,with the improvement of illicit drug manufacturing process and technical,crimes related to drug manufacturing appears new characters,new psychoactive substances have gradually occupied a place in the drug consumption market,and the group and scale of abuser have gradually expanded.New psychoactive substances are a kind of “legal drugs” which has not been controlled but has the same effect as drugs,the abuse of New psychoactive substances not only causes harm to the people's physical health,but also brings more severe challenges to drug law enforcement.The Chinese government attaches great importance to drug control efforts,maintains a high pressure for a long period of time and combats drug crimes severely,and has made remarkable achievements.However,we should also note that our country while maintaining a more conservative drug policy,the drug control system also has issues such as the lack of transition in the category of drugs,the punishment of drug-related behavior is not clear,lack of differentiation effect in drug market,the singleness of drug control mechanisms and so on,it brings great pressure to drug enforcement,drug rehabilitation and so on.Therefore,improving our current drug control system is an important way to improve the effectiveness of drug control efforts,based on the above reasons,the author tries to propose a set of improved scheme about drug control system.While achieving combat drug crimes effectively,controlling the emergence of new psychoactive substances in the market timely and reducing the harm of drug problem.This article takes the basic content of the drug control system as the breakthrough point,expounds the relevant functions,judgment standards,and extraterritorial experience of the drug classification and drug control mechanisms,laying the theoretical foundation for establishing the system about drug classification and drug control mechanisms in China.Meanwhile,it evaluates and analyzes the shortcomings of the current drug control system,and proposes an improved scheme based on the actual situation of China's criminal law system to further improve the timeliness and effectiveness of drug control efforts.This will serve as a reference for effectively for government enhancing the effectiveness of drug control efforts and effectively responding to the challenges of new psychoactive substances.
