Investigation Strategy Management Research

Investigation strategy management is a new model that combines traditional investigation management methods with strategic management theory,from a macroscopic and overall perspective to execute investigation management activities.Under this model,through the investigation strategy formulation,investigation strategy analysis and selection,investigation strategy implementation,and investigation strategy evaluation,thereby the investigation department is coordinated with the external environment so as to realize the organic unity of the investigation system reform and social environment changes.However,at present,the implementation of investigation strategy management in China still faces many obstacles,such as the traditional investigation management system,the lack of strategic awareness of investigative departments and investigators,and the unreasonable allocation of investigative resources.Therefore,it is necessary to learn from the successful experiences of foreign countries to successfully implement investigation strategy management to overcome these obstacles.The Compstat policing model in the United States is an example of applying the strategic management theory to enhance the policing effectiveness.Through analysis and research on this model's investigation strategy management practice,it will provide help for the implementation of investigation strategy management in China.The Compstat policing model was first born in the New York Police Department.With its effectiveness in cracking down on crimes and improving organizational effectiveness,it has been rapidly promoted once it is implemented.In terms of management methods,by setting clear departmental objectives and tasks,implementing internal accountability mechanisms,and delegating power,this model clears the department direction and injects new vitality.In terms of institutional design,this model has ensured the realization of the strategic objectives of the policing department by setting up district commander briefings and regular crime countermeasures.In terms of resource allocation,through the implementation of presetting steps in the strategic management theory,the police department can always allocate police resources according to the actual situation and reduce the internal consumption.The implementation of investigation strategy management must take into account the overall situation and feasibility.On the one hand,the hierarchy of strategic management should not be too low,otherwise it cannot play the role of overall planning;on the other hand,investigation strategy management is not simply a theoretical accumulation and requires specific implementation methods to ensure its feasibility.Therefore,the Criminal Investigation Corps was selected as the analysis unit and the following suggestions were made to improve the management of the investigation strategy:innovate the organizational structure and improve institutional guarantees,set up a special investigation strategy management department for strategic planning and design;improve staff composition and authorization activities,give middle management personnel more rights and strengthen supervision;standardize the implementation process and strengthen feedback on the strategic management process and assessment,make the investigation strategy advance with the surroundings;unblock internal communication channels and strengthen the collection and analysis of external information,so that the internal and external investigation departments are unified and always maintain a dynamic balance.
