In this paper, directed by the theory of strategic management, a series of research of the thought mode guiding enterprise strategic management, taking into consideration of the present economic environment of china, is done. And the result is applied to Qinling Electrical Company. At the beginning, the development and the current situation of the enterprise strategic management theory is summarized. Then, the economical, theoretical basis and strategic significance of the present two classical thought mode including industrial organizing and resource-based mode is analyzed and studied. The findings are: the former is emphasizing the external factors of enterprise while the latter is concentrating more on the analysis and acknowledgement of the internal resource and capacity of enterprise. Based on the above findings, an integrated mode, combing the above two, is put forward, which is more suitable to china's present economical situation. And the research about the enterprise strategic management, carried out under the guideline of this new way of thought, shows that strategic management directed by the integrated thought requires any enterprise, during its process of making management strategy: to choose appealing trades and strategies accordingly based on its own specialized resource, capacity and core competitiveness; to watch close the macroeconomic environment and changes taking place in its trade, to adjust and update its resource ,capacity and core competitiveness. At last, guided by this new integrated thought mode, a new theory of enterprise strategic management is put into practice in the strategic management of Qinling Electrical Company. By analyzing such internal factors as resource, capacity of the company and its external opportunities to develop, using SWOT method and fuzzy optimum seeking model, the management strategy of Qinling Electrical Company is pointed out. And some ways of implement is also brought out.
