Research On Deepen The Reform Of Administrative Approval System In Wuhai City Under The Background Of "Delegating Power, SStrengthening Regulation, And Improving Service"

The key to comprehensively deepening reforms and promoting the transformation of government functions is to delegate power,strengthen regulation,and improve service(hereinafter referred to as “DRS”).As the basis and key to comprehensively deepening reforms and transforming government functions,making efforts to promote the further development of reform of administrative approval system(hereinafter referred to as “AAS”),is the first move in the entire reform of“DRS”.As an epitome of the continuous deepening of the reform of AAS by the local government,Wuhai city which further actively explored the reform system,devoted to enabling the reform of AAS to benefit the masses continuously.Wuhai city has achieved significant results in the reform of AAS,but under the background of reform of DRS,there are still many problems that restrict the continuous deepening of the reform in Wuhai city need solving,such as the departmental benefit barriers,imperfect inter-departmental coordination mechanism,not synchronous delegation of power and responsibility,lag in team construction,etc.Judging from the current and long-term perspectives,there is still a long way to go to deepen the reform of AAS by implementing the reform of DRS simultaneously.This paper comprehensively expounded the current situation and results of the reform of AAS in Wuhai city and analyzed its existing problems and causes in that context through the research on the reform of AAS in Wuhai city under the background of DRS,with relevant theories of public management as guides,and by adopting methods of literature review,case analysis,comparative analysis,etc.Besides,by drawing lessons from the practical experiences of advanced cities such as Nanjing city,Hangzhou city,Baotou city,etc.,this paper also proposed feasible countermeasures and suggestions on further optimizing the reform of AAS in Wuhai city,including adhering to the principle of laying equal stress on delegating power and strengthening regulation,paying attention to process reconstruction,strengthening standardization construction,and giving full play to information technology,and explored the development trend of further deepening the reform of AAS in Wuhai city.
