The Research On Adaptive City Management Functions Of Longwangtang Sub-district Offices Of Dalian

With the advancement of urbanization, sub-district offices play the irreplaceable basic roles in many aspects as the agencies of district governments and grass-roots level political organizations in recent years, such as strengthening social affairs management, conducting people’s livelihood construction of community, coordianting urban and rural regional economy, stabling social order, coordinating relationship among social organizations in jurisdiction, and improvement of the ecological environment and so on.Under the current situation,The society progress and deep-going urbanization provide grass-roots governments rare development opportunities for function positioning and transformation, and also bring about some urgent social problems to be solved.This thesis takes Longwangtang Sub-District Office of Dalian High-Tech Industrial Zone as a case study, in the context of urbanization in the city’s whole area and conclude institutions and function division, to summarizes their work characteristics and advanced experience as reference, tries to analysis sub-districts’status quo and feature briefly.In the progress of study, conduct investigation emerging issues in particular. In case study, take care to comparison analysis with other sub-district offices; based on sub-district offices of developed regions as research references; and analyze reasons of these problems to learn advanced experience. The author attempted to put forward relevant countermeasures with theory and work experience from the ways of managerial system improvement and innovation and improvement of staffs quality.In the methods of study, the author took notice of combine blue-sky research with field-study, and introduced SWOT analysis and literature analysis and summing up advanced experience etc.Aim at using systematic and cases as upholders, through interviewing and issued questionnaires and drawing graphs etc. forms of study. To explore ways to promote urbanization progress and improve administrative ability of sub-district offices.
