Political development theory is a theoretical doctrine that Western bourgeois thinkers have sought to seek the general law of political change in the process of modernization after the Second World War in the development of modern politics.As a kind of influential political theory in political modernization since the Second World War,it have not only been related to the trend of modernization in the emerging world of the third world,but also adapted to the interests and interests of the major western developed countries.American scholar Samuel Huntington is the leader in the field of political development and the authority of the representatives of the influential counterparts in the first of all,and its political development theory in the history of the process of progress has undergone dramatic changes.In other words,in the early Political Order in Changing Societies works,Huntington demonstrated an authoritative tendency of political development,emphasizing the order in the process of political development.However,in The Third Wave: Democratization in the Late Twentieth Century,Huntington has transformed into a democratic development view of democracy,advocating democracy in the process of political development.In the Political Order in Changing Societies,Huntington argues that the process of modernization in the emerging world of the third world is a historical stage of overcoming social unrest and preventing political decay,that is,in Huntington’s view,the eradication of political turmoil and decay in developing countries.The way is to establish authority,only the authority to bring order,order to protect the development.In The Third Wave: Democratization in the Late Twentieth Century,Huntington argued that the most important political development in the late twentieth century was the transformation of about 30 countries from a non-democratic political system to a democratic political system.With these two works as a symbol,Huntington’s theory of political development has changed from the political development view of order tendency to the political development view of democratic tendency.Embodied in the political development of the meaning,ways and goals of the different,even so,Huntington changed the concept of political development is not unrelated,but there is the inherent coherence and eternal theme.This paper studies Huntington’s political development theory from the order to the democratic development concept,and explores the constant theme of the change of Huntington’ s political development theory—Balance Concept,so as to make a due contribution to the comprehensive understanding of Huntington ’s political development theory.
