The theory of political development is becoming increasingly a hot issue today.Different political scientists have different definitions on it. This paper mainly focuses on Mr. Huntington's theory of political development. There are many theoretical researches on his theory in China, but most of which only concentrate on one or two particular aspects of it, lacking systematism and integration, in the thesis, l try to forge a relatively clear logic clue of his theory so as to provide some kind of inspiration for the political development of today's China. This paper tightly sticks to the core of Mr. Huntington's whole theory: to establish a powerful government, which is also the logic basis of his development theory, from this on, Huntington set up his theory step by step. Generally speaking, Huntington believes that for the most developing countries, to build up a powerful and effective government is the best and only way to shake off the domestic riot and political disintegration, if not, they have no alternatives. As a matter of fact, to set up a powerful state which can effectively meet the demand of ever-increasingly political participation and systemize the current political institutions is a precondition for these developing countries to guarantee the stability during the process of the political development. Based on this logic, Huntington put forward the theories of the aim and ways of political development, and so on. Although the aim of political development is the systemization of political institutions, the essence of it is still modernization; the way of achieving it is the perfect combination of revolution and improvement, which, actually coincides with the reality of China's political reform. In addition, the theories of Huntington' corruptive theory and his elaboration on the difference between political development and economic development are stressed in the paper as well.
