Study On Performance Evaluation Of Municipal Government Departments In Quanzhou

Since the 1970s,Western developed countries have implemented government administrative reforms with new public management as the core,and have used performance evaluation as a tool to improve government management.Under the influence of its theory and practice,the Chinese government has begun to conduct multidimensional exploration and practice in this field.At present,local governments of our country generally carry out performance evaluation work to improve their own administrative efficiency and quality of public service.However,in practical work,the guiding role of the current performance evaluation system is limited,resulting in a formal bias in the performance evaluation of some local governments.Therefore,I choose municipal government department of Quanzhou as research object,and carry out the study on the performance evaluation of local government.Based on a large amount of literature reading,the theory of management by objective and new public service theory were applied to conduct an all-round analysis on all aspects of the performance evaluation process of the Quanzhou municipal government department firstly.Then the deficiencies and corresponding reasons on the assessment system,the main body of the assessment,the application of assessment results,the accountability monitoring mechanism and so on were identified.Finally,the experience of government performance evaluation in Qingdao,Hangzhou,and Shenzhen was used as reference to draw corresponding improvements.From the aspects of improving the evaluation index system,promoting the diversification of assessment subjects,publicizing the information of evaluation process and guaranteeing the use of assessment results through mechanisms to ensure the evaluation results,specific opinions and suggestions were proposed.Strategies to improve the performance evaluation of the Quanzhou municipal government departments were come up,which would serve as directions for the improvement of performance evaluation work of municipal government departments in Quanzhou in the future.
