Public Participation In The Performance Evaluation Of Local Government

This thesis talks about how to promote citizen participation of local government performance evaluation in the background of service-oriented government. The evaluation of government performance is a mechanism of stressing service and customers first and is a tool of practicing the service-oriented government and carrying out the serving idea. With the depth of government rebuilds and the enhancement of citizen's self-awareness since 1990s', citizen has become the main subject of government performance evaliation, which has become a development trend of that. In china, many areas such as Beijing, Shanghai, Shenyang, Zhuhai, Nanjing and Gansu have held citizen's assessment on their local governments; the results of their assessment has continuously used in local governments to improve their actions. As an effective manage measure, what the local government evaluation pursue is " to take the citizen oriented, take the achivement effect improved, to take the standard degree of customer satisfaction. In theory, service-oriented government exactly requet the citizen participation in the government performance evaluation. On practice, as government's service object, citizens, compared with other assessment subjects, have the most direct and clear perception to government's performance.Therefore, this thesis fully affirms that citizen participation is an indispensable important link of the evaluation of local government performance, is an important way of practicing service ideas and service-oriented government and an important mechanism that the local government can understand citizen's demands futher. It analyzes the basic intension, main characteristics and theory of the citizen participation in the evaluation of local governments performance objectively; discusses the difficult position and its causes of our country citizen participation in the evaluation of local governments performance; analyzes three model examples of our country's present citizen participation in the local governments evaluation and at last forecasts the trend of it. According to above mentioned, at the end of this thesis, it points out some conditions of citizen participation in the local governments evaluation and also makes a simple model to describe the dynamic structure and operation of the citizen participation in the local government performance evaluation in our country.
