In 2001, from we accession to the WTO, our Request has getting higher and higher on transparency, service, controllability and responsiveness. Therefore, we should pay more and more attention to the performance evaluation. On this background, the performance management tools is introduced in China, which become the important choose of public sector provide service and carrying out the activities. In addition, we have a lot of problems in the operation process because of late starting, limited practicing and weak foundation. For example, a series of basis problems haven't been solved. Who is the government main assessment? What is the assessment content? What is the standard of assessment? Which method should choose to assessment? Especially how to design the performance indicators.Nowadays, the literature of government performance evaluation study becomes more and more abundant. But it is difficult to profound analysis this issue comprehensively, objectively. It is difficult to promote the development if we can't root the problem. Accordingly, this article is summary a sort of local government performance evaluation problems based on the related books, articles, point of view by the related scholars. With the analysis of this paper, it seems that the root causes of the local government performance problems including concepts, technologies, constraints, monitoring, information and motivation, etc. Due to the issues above, the article is not only Reference the Western countries'successful experiences and practices, but also carried out some suggestion for improving the local government performance evaluation: First, in order to choose the suitable assessment indicator, take the scientific outlook on development as the value orientation,. Second, to promote the institutionalization of local government performance evaluation which constructs a main assessment diversified. Third, to build a institutional environment for the local government performance evaluation and constructing a Mechanism related with the result of performance evaluation management. I hope this article can be provided a few contributions to the development of our local government scientific performance evaluation.
