On this background, the performance management tools is introduced in China, which become the important choose of public sector provide service and carrying out the activities. In addition, we have a lot of problems in the operation process because of late starting, limited practicing and weak foundation. For example, a series of basis problems haven't been solved. Who is the government main assessment? What is the assessment content? What is the standard of assessment? Which method should choose to assessment? Especially how to design the performance indicators.Nowadays, the literature of government performance evaluation study becomes more and more abundant. But it is difficult to profound analysis this issue comprehensively, objectively. It is difficult to promote the development if we can't root the problem.
