Research On The Operation Of The "one Village, One Legal Adviser" System In W County

In the realization of China's rural revitalization strategy,the law-based village is an important work and plays a very important role in rural revitalization,and the system of "one village one legal adviser" is the concrete practice in the process of China's current law-based village construction.At present,China gradually realizes the rule of law,the construction of a socialist country ruled by law has become a hot topic.In the study of the legal counsel system,domestic scholars mostly studied the system of government legal counsel,but they did not have a more in-depth discussion on the situation in rural areas.However,the construction of legal system in rural areas is an indispensable part of the rule of law.Based on this,this paper studies "One Village One Legal Counsel" from the perspective of public governance,so as to provide a reference for the better development of the system.This paper takes W County as an example to study the system of "one village one legal adviser" from the perspective of public governance.The writing follows the framework of raising problems,analyzing causes and giving suggestions.First,it expounds the research situation of scholars at home and abroad on "one village one legal adviser",and points out the research significance of "one village one legal adviser" system,which provides theoretical support for the paper.Secondly,this paper W county "takes a legal adviser" system system of the general situation of the development,implementation,results,and then find out incomplete system policy,the executive force is not strong two major problems,legal consultant by the government,the village,the village three level reason analysis,points out that the construction of government system lack long-term insufficient legal consultant service consciousness,village,village on three main reasons enough;Finally,according to the reasons,this paper puts forward suggestions to improve the system of "one village one legal adviser" from three aspects of the government,village legal adviser and village level.Through the relevant analysis of W County,the system of "one legal adviser for one village" should be thoroughly implemented : the government level should increase the support from the government,make every effort to ensure the efficient operation of the system,improve the policy guarantee related to the system,pay attention to the coordination of management functions of various departments,and establish a scientific and reasonable assessment mechanism;At the level of village legal counsel,it is necessary to strengthen the ability to fulfill duties and improve the service quality comprehensively,establish a talent pool of consultants,optimize the selection procedure of village legal counsel,and innovate the legal service mode at the village level.At the village level,awareness should be raised,publicity should be done well,and all parties should take the initiative to participate in the practice of the system.
