A Study On Administrative Accountability For Production Safety To The Township Security Office

On December 1st,2014,Law of the People's Republic of China on safe Production was revised and implemented,explicitly stating that township shall,in accordance with the responsibilities,strengthen the supervision and inspection of the production safety status of the production and business operation entities within their respective administrative areas.In fact,as the accountability storm triggered,with the development of the official accountability system laws,the administrative accountability has been more normalized.But,township,who are the frontline to contact the regulatory objects directly,shall pay more and more attention to the accident responsibility.As the direct responsibility persons of accidents,safety supervisors also feel stronger career crisis,and even generated an attitude of escaping from safe production supervision jobs.The purpose of this paper is to analyze the safety supervisors' responsibility in township,and to analyze existing problems and countermeasures as reference of improving the safe production supervision job.The research of this paper mainly applies literature analysis,interview methods and case study.This research is divided into three parts.The first part discusses the general procedure of administrative accountability,the characteristics and influencing factors of administrative accountability for security office,to analyze the safety supervisors' responsibility in township.The second part discusses the existing problems in administrative accountability for township security office from three views as accountability in accordance with the law,equal power and responsibility,and unfair accountability.It also discusses the negative influence with these existing problems.The third part explores countermeasures and suggestions to resolve problems in production safety accountability of township security office,expecting to continuously improve the environment of the township safety production supervision.Finally,this paper holds that township safe production supervision responsibilities still has issues of unclear responsibilities,unequal power and responsibility,and unfair accountability.The township safety office has lots of contradiction in administrative accountability,waiting to be resolved step by step on all aspects of the concept,process and safeguard.
