Research On The Threat And Coping Strategy Of Cyber-terrorism Information In Sinkiang From The Perspective Of Non-traditional Security

Cyber-terrorism is a non-traditional security threat which is derived from the combination of cyberspace and terrorism.With the rapid evolution of information technology in recent years,the destructive data attack mode of the traditional cyber terrorism crime has evolved to a new form of spreading extremism information.Internet is used by terrorism forces,both at home and abroad,to disseminate religious and ethnic extremism audio and video,instil extreme ideology,even combine the real world and online virtual space to carry out terrorism activities.It has seriously threatened our country's public security and social stability,and gradually changed into a new way that filtrating and implementing split activities in Sinkiang area.The analysis and evaluation of the situation and countermeasures of the new threat are necessary to improve the level of public security governance in Sinkiang.Meanwhile,it is also the implementation of the Overall National Security Concept,the construction of the national security system with Chinese characteristics,the realization of the people's peace and happiness,and the sustainable development of the society.With the literature review of cyber-terrorism information spreading and non-traditional security theory,the assessment and governance framework of the network terrorism information threat in Sinkiang area is deduced in the paper firstly.And under the framework,the methods of case study and content analysis are used to study the basic contents and characteristics of the terrorism information,which is reported by Sinkiang Internet Information Office in 2016-2018.Then,the threat situations,public security governance problems and potential trends are assessed from the three dimensions of ability,cognition and vulnerability.Finally,coping strategies are designed from the three levels of ideal,mode and content.It is found that Internet terrorism information threat is still at the primary stage of development in Sinkiang,but shows the trend of accelerating deterioration.The main reasons of governance difficulties are the dislocation of security identity,the confusion of governance modes among multiple parts,and the lack of governance capacity and methods.In the long term,the countermeasures to cyber terrorism information in Sinkiang area should standardize the security identity of the country and society at the level of ideal construction,strengthen the participation and interaction of the multiple interest parts at the level of model construction,and innovate the methods of governance.
