With the "post-Cold War" period, as well as the accelerated process of globalization, non-traditional security (NTS) gradually shows her importance in the field of national security. It also attracts more and more concerns of government officials and scholars.In this paper, combined by the existed studies on NTS and the situation of NTS in China, and based on the theories and methodologies of counter-measure of NTS, the coping capacity of China's government for NTS is measured and assessed. At the same time, analyzing the government capacity assessment theory and using the capacity assessment thought of business management, the paper puts forward a method of building the assessment model. Based on those theories, the paper builds an evaluation model of our government's coping capacity for NTS by using Balanced Scoreboard AHP. The model has 7 kinds of target including 25 second grade target. In the example, it assesses and analyzes our government's coping capacity in the emergency of Wenchuan earthquake. So that the reference for government's agenda setting for dealing with China's NTSs could be provided.
