A Study On The Prevention And Control Strategies Against Drug Smuggling At Airports In China

In the background of the global proliferation of drugs today,China has been struggling with the transnational drug trafficking organizations who have exacerbated the smuggling and trafficking activities in China.It is reported that the traditional drugs in the ‘Golden Triangle' region have been revived and an increasing number of its synthetic drugs have been seized in China.The drugs from ‘Golden Grescent' region have infiltrated China through various channels including marine transportation,highway transportation,air transportation and post transportation.Meanwhile,the penetration of drugs from Korean Peninsula has repeatedly occurred.It is evident that the situation of drugs in China is undergoing great changes while the war against drugs is at a crucial stage.As an inward-and-outward supervision unit,the Customs functions as the first line of drug defense,playing an irreplaceable role in stemming the flow of drugs at the source and fighting against the cross-border and transnational drug-related crimes.Airports,working as an important portal of the transport of people and goods in and out of China,hold an important position in drug regulation and investigation of the Customs.After analyzing the features of drug smuggling in the new era,it has been found that the use of aviation channels in cross-border and transnational drug smuggling is increasingly favored by drug trafficking organizations.At the present stage,the scattered drug smuggling activities are becoming more and more rampant and the comprehensive penetration of drugs has emerged,which means drug regulation and investigation in airports are confronted with a direr circumstance.The objective and comprehensive analysis of current situation and features of drug smuggling at airports,the formulation of prospective strikes and preventive measures and the innovation of new modes of control and prevention will help the Drug Enforcement Administration of the Customs improve the effectiveness of the fight against cross-border and transnational drug smuggling.The paper studies the prevention and control of drug smuggling at airports in China based on the practices,insisting building a problem-oriented strategy model.By means of this model,the paper summarizes the ‘high-risk passenger analysis' and tries to seek for solutions referring to other relevant measures in connection with the on-site supervision of the airports in order to realize the effective control of drug smuggling at airports.The paper consists of four parts.The first part is an overview of drug smuggling at airports,which briefly states the definition of ‘airport',the present situation of the development of China's airports,the significance of airport strategy and the means of supervision and enforcement of drugs at airports.The second part is a summary of drug smuggling problems taking advantage of airport transportation,which analyzes the situation and causes of the drug smuggling at airports in China,the rules and characteristics of the cases and the existing means of investigation.The third part analyzes the restrictive factors of drug smuggling in China's airports.And the last part proposes prevention and control measures in view of the drug smuggling problems in China's airports.
