A Study On Mechanism Of Eu Border Management From The Perspective Of Migration Security

The European Refugee Crisis in 2015 has attracted worldwide attention,which has prompted multi-faceted problems in Europe.Security issues such as stagnation of Schengen Area,disorder of external border,and spread of humanitarian crisis,have posed an unprecedented impact on Europe,putting the EU border management at the risk of losing control.In response to migration challenges,EU have adopted measures to reform its border management mechanism.From the prospective of “migration security”,the paper firstly analyzed the conception and connotation of migration-security.Then the overall framework and operational principles about EU border management mechanism is analyzed.Following this,the external and internal security challenges to EU border management posed by the European refugees flow are probed to lay a foundation to explore the EU's reform actions and optimization measures for border management mechanism under migration pressure.Finally,against the background of China's entry into a New Era,implications of EU's border management reform measures to China's migration security governance and construction of border management are discussed.Part one,as an introduction,explaining the background,purpose and significance of the study,reviewing the literature on this topic home and abroad,and illustrating the innovative points,methods and main contents of the study.Part two analyzes the conception of migration-security,analyzing the characteristics of security threats,and then the directional levels and leading values of migration-security are putted forward.Part three based on the Schengen Area system,the framework and operational principles about the mechanism of EU border management are discussed,in terms of its development background,constitution basis,sources of law,and agency competence.Part four is the challenge faced by the EU Schengen border in the context of European refugees flow.With external and internal security space as a boundary,the challenges and impacts of European refugee crisis for internal and external security space in EU are analyzed.Part five discusses the migration-governance oriented reform measures taken by EU on its border management mechanism.Based on the governance path of migration-securitization,it analyzes the governance measures,in regards to its agenda priority,institutional integration,action cooperation,and technology upgrades.Part six discusses the implications of EU border management reform actions to the migration-security governance of China.Focusing on migration management practices of China in a New Era,several suggestions for optimizing border management are putted forward.
