Due to its colonial past,geographic location and labor demand,Europe has long been a major destination for immigrants after the Second World War.In the process of European integration,the EU plays an increasing role in developing migration policies at a supranational level.Nevertheless,faced with an unprecedented refugee surge in 2015.the EU was stuck in a decision-making dilemma w ithout being able to take effective measures.In this context.this thesis has reviewed the historic development of European integration in the field of migration and asylum.Since the signing of the Schengen Agreement in 1985,the development of an European common immigration policy is a long and slow process.Till now,the decision-making competence in this field is shared between the EU and member states with the later ones exerting a dominant influence.Since the outbreak of the refugee crisis,the EU and its member states failed to give an effective and coordinated response,which leads to the aggravation of the situation.During the crisis management,the policy instruments applied by the EU such as the relocation plan and the EU-Turkey deal are dysfunctional.In addition,the 'spill-over'effects of this crisis in other fields even put the European integration into question.In order to address the refugee crisis and further reform the EU migration and asy lum policies,this thesis aims to assess the EU migration policy frarmework and find out the structural limitations that prevent the EU from managing the refugee crisis efficiently.Following the logic of policy cycle.this study tries to review every major stage of EU's decision-making in the field of migration,from agenda-setting and decision?making to policy implementation.With this basis-this thesis tries to offer some policy recommendations for future developments.This will not only allow the European leaders to take immediate actions to deal with the migrant crisis,but also provide the basis for long-term reforms to the European Union's asylum and migration policies.
