International migration has become an increasingly salient political issue in the Europe.Since 2015,millions of refugees from west Asia and north Africa flooded into European countries every year.The refugee crisis this time has new features compared to the past.In terms of the refugees' origins and beliefs,most of them are male adults who believe in Islam.As for the countries of destination,north and western European countries are the main targets where the welfare system is well-established as Germany and Sweden to be the top two destination countries which received the most asylum applications.In response to this,Western European countries represented by Germany were relatively open and agreed to open borders at the first.On Sept 4,2015,Chancellor Merkel declared the decision of opening the border to host refugees.As a result,more than one million refugees entered Germany within half one year.However,the integration of refugee became a prominent problem in Germany.What's worse is that the enlarging divergence between the governing coalition(CDU/CSU)and SPD as the domestic backlash of Merkel's policy arose.At the EU level,the "migration compacts" with African countries and the EU-wide refugee relocation and resettlement Scheme and Asylum,Migration and Integration Fund have been initiated to tackle the refugee crisis.As terrorist attacks frequently occurred in EU countries,immigration and terrorism have become the top two concerns among the Europeans.Meanwhile,Germany failed to persuade other EU member states to accept more refugees.As a result,EU could not provide an effective approach to cope with the crisis which showed its inherent weaknesses and contradictions in European integration as it could not reached a consensus during the refugee crisis.The disagreement over the refugee resettlement program has aroused the skeptical sentiment towards EU among a number of member states.As a consequence,Populist parties have gradually grown through parliamentary elections in many European countries.They share the same standpoints featured with anti-globalization and anti-EU integration.Specifically,the Right-wing populist parties hold a general view of anti-immigration.In Germany,37%of German believe that immigration is the most urgent issue and most German hold a relatively critical attitude toward refugees.Faced with the rise of populist forces in various European countries,how European countries and the European Union will properly handle this refugee crisis and strengthen the cooperation in immigration governance and counter-terrorism practice would have a profound impact on the procedure of European integration.This article first analyzes the development of populism in Europe,including its current status,and its influence in the political ecology of various European countries.Then it elaborates the reasons of the rise of populist parties in these countries with their anti-immigration factors from domestic and international politics perspectives.Based on that,it tries to make a prediction on the developmental direction of populism in Europe,its limitations and opportunities.In the next part,the article explores the historic management attempts of EU in migration governance and anti-terrorism cooperation,including the common European asylum system,border control and summarized the key development phases.As for the case study,based on the result of 2017 German Fall election,it further analyzed the influence of the immigration policy on parliament election and the possible impact on the EU's immigration policy as a whole.Specifically,it illustrate the rise of the German right-wing populist party-AfD.The comparison of the different immigration policies of the six major political parties showed the politicization of German migration policy.In the end,the article tried to make some predictions about EU's immigration and anti-terrorism policies in the future.
