In recent years,with the acceleration of urbanization process in China,many regions have strengthened the rectification and construction of the infrastructure,which changes the original police checkpoints,police station positions and emergency points and makes it impossible to allocate police resources timely and reasonably when dealing with contingencies,especially dealing violent emergencies in some complex geopolitical areas.Only when emergency plans are made in advance,can emergency responses be carried out timely and properly.With advantages of large amount of information,high comprehensiveness and strong timeliness,the high resolution remote sensing and Geographic Information System can select regional emergency critical control points reasonably and timely,improve the efficiency of allocation of police resources in emergency conflicts,strengthen regional emergency management,and safeguard regional public safety.Inspired by the mathematical model of key point blockade and blocking model of maximum matching algorithm,with areas encircled by State Road 314 and State Road 315 in the Kashgar city region of Xinjiang as area of research.There are problems in mathematical model theories for existing key points of emergency,such as poor visualization effects,poor time flexibility and specific single image data-based issues.This paper designed a visual interface.The ArcMap network analysis tool is used in this paper to build network datasets,which establishes a location model applicable to different regional network datasets.For problems in classical algorithm models for emergency facility location,such as poor tracking effect and ineffective use of police resources,the paper proposes a design idea that combines the service area analysis with the shortest path analysis scheme.That is,the service area analysis function forms a closed control circle from the periphery and the shortest path analysis function hunts for criminal suspects within the closed control circle.The study finds that the service area analysis function serves as a peripheral control line to ensure the successful hunting for the location model.The shortest path analysis function converts the distance increments in the classic model into the time increments,which can constantly block the optimal escape route of the suspect until the suspect is hunted down.This design idea has improved the efficiency of the effective control and timely hunting of public security organs in a large area.This paper mainly constructs a location model for emergency critical control points.Through the experimental analysis of the research results,it is found that even if fewer police points are selected in the location model,better control and hunting effects can be achieved.The comparison between successful and failed experiment of the shortest path analysis scheme proves the effectiveness and practicability of the emergency critical control points location model in control and hunting.It can help public security organs allocate police resources timely and reasonably in the emergency process and improve the efficiency of the emergency process.
