Study On Balanced Guidance And Control Model Of Emergency Network Public Opinion

Internet is open,free,interactive,which makes ordinary people have unimaginable free speech space.But it also stimulates a variety of practical problems spreading to the internet,accelerating the formation of emergency network public opinion.It's a huge challenge for government's emergency network public opinion guidance and controlling virtual social order work.Therefore,how to use a solid link contact the online world with the social reality,so that the government can lead people to restore reason and eliminate emergency network public opinion,which have become an urgent problem.In this thesis,I take the “cooperation between government and internet users” as the core of balanced emergency public opinion guidance and control model.This model is intended to balance the benefits distribution among multiple subjects,promoting a harmonious relationship between government and public,enhancing efficiency of network public opinion work.Firstly,this thesis analyzes the reality and theoretical basis of the model.Then,clarifying the objectives of the model,and the significance of social order,government functions and decision-making.By reviewing Chinese government emergency network public opinion practice experience,consulting the relevant policies and regulation documents,this thesis proposes realistic basis of the model establishment.Combined with the life cycle theory,agenda setting theory and governance theory,which provide scientific guidance with the model construction.Secondly,multi-dimensional analysis has been employed in the model.The mode is mainly composed of subject,object and environment,its implementation platform subdivided into official and unofficial.The model used critical control point method to select key control points.Critical control point is changed by periodic variation of emergency network public opinion,which helps to improve the guidance and control's accuracy.Finally,I explore how to build the balanced emergency network public opinion guidance and control model.It contains interest coordination system,communication and consultation system,guarantee system,early warning system,emergency response system and model environment construction,which ensure the scientificalness and feasibility of model.
