A Study On The Decimal System Of The Northern Nomadic People

The decimal system of northern nomads is a combination of military with policy,arm with people system.The development and evolution of the system is closely related to the legalization process of the northern nomadic nationalities and the production and life of them.The decimal system was formed in the Xiongnu period and was absorbed by the Turkic and Nuzhen nationalities in the form of customary law.By the time of the great Mongolia,it had developed to its peak and was absorbed into Genghis Khan's "Da Zasa".Was confirmed by statute law.This paper systematically studies the decimal degree in the legal system of four nomadic peoples,such as the northern Mongolian nationality,including its connotation,basic content,inheritance and evolution,characteristics,function and significance,in order to reveal its basic law.Among them,the first part defines the concept of decimal in the nomadic legal system of the North,analyzes its connotation and basic content.The second part discusses the inheritance and evolution of the decimal system in the legal system of the northern nomadic people.Inheritance includes three aspects: inheritance in name,commonality in content and consistency in the original intention of establishment.The evolution includes the evolution fromXiongnu to Nuzhen and the evolution from Nuzhen to Mongolian.The third part analyzes the causes of the decimal system in the nomadic legal system of northern China from the four aspects of law,politics,economy and military.The fourth part mainly analyzes the characteristics,functions and significance of the decimal system in the nomadic law of northern China.
