The implementation of judicial quota system aims to gradually build a professional elite judge team,deal with the complicated judicial work and finally enhance judicial effect and establish judicial credibility.However,with the constant advancement of judicial quota selection work,some new problems occur in the reform practices.33%-39% quota ratio decides that a considerable part of original judges will lose their original judicial identity,and the decimated judge team,increasingly complicated work attitude and growing settling pressure.Although different reposition schemes have been implemented for out-of-quota judges in practice,the results were not satisfactory due to several reasons: firstly,the modern management concept of assembly line work is not introduced,and the team model under individual contracting system will lead to the failure that the core judicial business and auxiliary judicial business cannot be fully separated;secondly,the reposition of outof-quota judges,the overall judicial reform scheme and the underlying reasons behind increasing conflicts during the transformation period are still not considered as a whole.In this study,with Court K in City B as an example,in the context that thegrass-roots court is plagued by the dilemma of more cases and less personnel,internal reposition and external unbinding are adopted as the basic ideas;the assembly line-based big industrial production management mode is taken as a specific path.By establishing multiple judicial team models,an overall scheme is provided for the case-settling mode of out-of-quota judges.In addition,a system is designed to alleviate the unreasonable burden of courts.Thus,both short-term and long-term countermeasures are presented.
