Reflections On Deepening The Reform Of People's Inspector System

People's supervisor system is an institutional innovation that the procuratorial organ initiates to keep people participating in justice orderly and supervising procuratorial works.It has been proved in the practice that people's supervisor system,after around 15 years of hard exploration and development,has accumulated rich practical experience and achieved fruitful theoretical results,which has been highly recognized and supported by all sectors of the society.Against the current reform of supervision system,the system of people supervisors,designed to put duty-related crimes handled by procuratorial organs under the supervision of people supervisors,is confronted with unprecedented trials and challenges.The target herein is to probe into the system of people supervisors by including it into the current frame of law-based governance,and reform of the political system and judicial system in China,thus to demonstrate and analyze the paths to deepen reform of the system.Firstly,the development history,results achieved and existing problems of the system were organized systematically,thus to gain a comprehensive and objective understanding on the system itself.Secondly,the significance of deepening the system reform was discussed from the perspectives including enhancing internal supervision of procuratorial organs,adapting to the reform of the supervision system,and realizing functions and values of the system.Finally,through studying and analyzing the difficulties and existing problems confronted by development of the system development,concrete measures including defining the positioning of the system,accelerating the legislative process,broadening the range of supervision,expanding the mechanism of protecting the right to know and improving the effectiveness of supervision were put forward,to further complete the supervision on procuratorial organs.Additionally,based on the current practice,this paper briefly analyzes the theoretical basis,necessity and feasibilityof introducing people's supervisor system into the reform of national supervision system.
