Reform of the judicial system core "people and organizations" around the court management,put forward the classified management of the judiciary,safeguard judicial profession and judicial system and human,financial and provincial ruling over four fundamental reforms.As an important national public sector in the reform of the judicial system,the court has a direct effect on the reform of the judicial system.In this context,this paper selects the human resource management of the grass-roots court as the research topic.The district court of Licheng district is located in the historic old city,which is the cultural center of Quanzhou city.With the development and change of social environment,it is necessary to innovate the human resource management mode to adapt to the situation.In this article,through the grass-roots court in Licheng area,on the basis of working practice and research,public sector at home and abroad for reference,the advanced human resources management theory,draw the Licheng district courts at the grass-roots level of human resource management exists,the old management thoughts,the recruitment and training system is imperfect,staff loss is serious,compensation and performance appraisal system is not sound,the effect of the implicit rules affect management problem,a thorough analysis of the essence of problem cause lies in the court,the administration color is thick,strong human resources system construction and the ethical mechanism imperfect.Based on this,puts forward the grass-roots court needs by establishing scientific human resources management system,construction of human resources management ethics,attaches great importance to the court of the management of human resources utilization to improve judicial efficiency.Establish efficient court public human resource management pattern,for improving the work efficiency of the grassroots judicial organ needs to be combined with practice to explore,research results can be for other courts and authorities of political science and law of human resource management to provide the reference and experience.
