Human resources are the first resource.In Western developed countries,advanced human resources management has gradually been promoted and applied in the personnel management of government departments.The court is a judiciary that provides judicial services to the society,improving judicial efficiency,realizing judicial justice,and requiring a team of judges who are professional,elitist and possess professional judicial skills.The application of human resources management in the private spheres such as enterprises has achieved the maximization of economic benefits.Of course,courts in the public sector can also apply the relevant theories of human resource management to maximize the efficiency of the judiciary.Since the party's 18 th National Congress,the Party Central Committee with Comrade Xi Jinping as the core has comprehensively promoted the rule of law.The reform of the judicial system is an important part of comprehensively deepening reform and comprehensively promoting the rule of law.The Third Plenary Session of the 18 th CPC Central Committee and the Fourth Plenary Session of the Party conducted a comprehensive deployment of further deepening the reform of the judicial system.The reform of the judicial system has also put forward new requirements for the promotion of the reform of the staffing system,the establishment of courts,the management of personnel classification,and the improvement of the judicial career protection system.How to reform the judicial personnel management system,promote the professionalization of judicial personnel,and establish a high-quality judge team have put forward higher requirements for court human resources management.At present,the basic concepts of the human resources management of grass-roots courts are backward,the planning and development of human resources are inadequate,and the inappropriate allocation of human resources restricts the development of the current court.The number of grassroots courts is numerous,accounting for 80% of the total number of courts across the country.80% of the cases in the country happened in the grassroots courts.They are the lowest level judicial organs in China,and they are responsible for a large number of case trials and resolution of disputes.Judges are the core resources of the human resources of grass-roots courts,which determine the effective functioning of the trial functions of grass-roots courts.?This article starts with the value of judicial human resources development,takes the human resources management of the D County People's Court as a sample,and studies in accordance with the research thinking of “raising problem-analyzing problem-solving problem”.Based on the four core modules of human resource management—recruitment,training,assessment,and incentives,the basic situation of human resources management in grass-roots courts was studied,Moreover,it was pointed out that in order to deal with the conflict between the scarcity of judicial resources and the surge in judicial demand,it is necessary to attach importance to the human resource management of the grass-roots courts.At the same time,the article points out the problems existing in the human resources management of grassroots courts,such as the lack of standardization of recruitment,unreasonable education and training,defects in assessment incentives,and unscientific allocation of human resources.This paper also analyzes the deep-rooted reasons for the problems existing in the human resources management of grassroots courts,such as the backwardness of modern human resources management concepts,imperfect personnel recruitment mechanisms,inadequate guarantees for judicial education and training,and imperfect performance appraisal and incentive mechanisms.Combined with the basic theories of human capital theory,two-factor theory,theory of needs hierarchy,and independent theory of justice,it also proposes the solutions in the below five aspects:A)To reshape the concept of human resources management in grassroots courts.B)To improve the recruitment strategy of grassroots courts.C)To improve the judicial education and training system.D)To establish effective judges assessment incentive mechanism.E)To promote the personnel reform in the judicial system.This article will also discuss the following concerns.Firstly,we must strengthen human resources management and development in grassroots courts.Secondly,in accordance with the requirements of the reform of the central judicial system,we should actively promote the reform of the internal structure of the court and the classification of personnel.Thirdly,we should rationally allocate limited judicial resources.More importantly,we will vigorously promote the information construction of the courts and adopt the suggestions of AI to build the wisdom courts,raising targeted solutions to the problems existing in the human resources management of basic courts provide society with more efficient and convenient judicial services.
