Human resource is the first resource, development and management of human resources is the key of reinvigorating country. Human resource management as a new management field are domestic rise and rapid development,, plays a more and more important role in the construction and development of organization. Talent is the core of human resource management, the construction of the talent team has also been more and more national attention. In contemporary western, advanced human resource management has gradually been applied to government’s departments. In China, although in the public sector management of the human resource management theory, especially at the macro level, the state has gradually changed the original methods of personnel management, adopt the new idea, the new way of human resources management, also reversed the working level of government authorities decline to a certain extent. But in some departments, such as court system, especially the grassroots courts still exist backward modes of human resources management. The court is the judicial organ of the state, the grass-roots court as the number of cases in the court system, the largest number of most police officers, and the most widely contact with client, the most closely linked to a department, in accordance with the law to punish the crime, to resolve disputes, safeguard national long period of stability, consolidating the ruling status of the Communist Party, play a very important role in protecting people’s live and work in peace, but at the same time, the working efficiency is not high, decreased sense of occupation, people with a bad problem. The court as a judicial institution, although different from other government departments, but still can refer to the public department human resources management theory in management, especially in conjunction with the people’s court in twenty-first Century the theme of " justice and efficiency" to carry on the human resource management.Dongguan city is located in the Pearl River Delta, is the only one of the four city directly under the jurisdiction of the township of the city, a total of 3 grassroots courts. Dongguan city grass-roots court since its inception, has achieved good results in human resource management. However, with the deepening of reform and opening up, social development environment is complex, the existing human resource management model has been unable to adapt to the current situation, the judicial efficiency is affected by the. Therefore, the introduction of new human resources management idea, method and model has become the inevitable choice of Dongguan city grass-roots court. This paper based on the Dongguan city first people’s court practice and research, learn from the advanced theory of human resource management in the public sector at home and abroad, sums up the problems of Dongguan city grass-roots court exists in human resource management, and analyses the cause of the problem, put forward the corresponding countermeasure and suggestion. In the existing judicial system, give full play to the initiative of grass-roots court of their human resources management, build a specialized, standardized, efficient grass-roots court officers, the practice of " justice and efficiency " trial theme.
