People's congress system is China's fundamental political system,people's congress election is the logical starting point of the fundamental political system and the key link,the voters and the problem of the relationship between the people's congress,is one of the people's congress election is very important problem.China's National People's Congress on behalf of the election to take a combination of direct election and indirect election,county and township level people's congress election adopt the method of direct elections,at or above the county level people's congress election adopt the method of indirect elections.From the electoral system Settings,direct election is the premise and foundation of indirect elections,its involved the largest number of voters,the election process is complex,the problems in the election is more,the existence of these problems to a certain extent,affected the voters and deal with the relationship between the people's congress,and thus affects the effectiveness of the direct election,ultimately affect the play of the role of the people's congress system,so must to voters and the relationship between the people's congress as the breakthrough point,to improve the National People's Congress on behalf of the direct election system in China.This paper mainly studies in socialism with Chinese characteristics into the new era under the new situation,our country existing in the direct election system affect the voters relation with National People's Congress on behalf of some of the problems and perfect countermeasures are put forward based on the problem.First before concrete analysis problem is defined on the relationship between the voters and the people's congress,to clarify the election,the right to vote,voters,a few basic concepts such as direct election system,the paper analyzes the relationship between voters and the people's congress,the influence factors of: representative candidates and voters to the understanding of the candidates,the division of district mode,since the situation of people's congress,etc.Direct election system in China exist in the relationship between voters and the influence of the National People's Congress on behalf of the main problems include:voters to participate in the election's enthusiasm is not high,the candidate of mechanism imperfect,the candidates' information opaque,and the lack of interaction;The division of constituencies is not reasonable;Direct elections are too narrow and so on.In view of the above problems,the corresponding countermeasures are put forward: to improve the enthusiasm of voters to participate in the election by introducing the competition mechanism,enhancing the democratic consciousness of voters,and establishing the interest guarantee mechanism.Standardize the generation mechanism of candidates,increase the proportion of voters recommending candidates,allow candidates to recommend themselves,and publicize the ways and standards of candidates.Various measures are adopted to publicize the information of candidates to voters and increase the interaction with voters.Reform the way of gerrymandering and take residential district as the main standard of gerrymandering.Expanding the scope of direct elections;Establishing a system of swearing in of deputies to the National People's Congress;We will strengthen oversight mechanisms for direct elections of deputies to the NPC.
