With the extension of the average life expectancy of the population,the problem of population aging in our country is becoming increasingly serious.The number of disabled and partially disabled elderly people is on the increase.As one of the provinces with a serious population aging problem in the country,Shanghai has a large number of disabled and partially disabled seniors.At the end of 2016,the number of people who were partially disabled or completely disabled in China accounted for about 7% of those aged over 60,which accounted for about 25% of those over 80.With such a large number of elderly people with disabilities,the demand for old-age care and medical services is increasing,and long-term care for the elderly is facing severe challenges.In order to cope with the increasingly aging population and effectively solve the problem of long-term care for the elderly in Shanghai,Shanghai started a two-year long-term care insurance pilot project in Putuo District,Xuhui District and Jinshan District on January 1,2017,and to promote to all the city on January 1,2018.The quality of long-term care services affects the health of the elderly to a certain extent.Therefore,the evaluation of long-term care service quality is an important part of measuring the implementation of long-term care insurance.In this paper,the elderly who participate in long-term care insurance in Shanghai are investigated,the long-term care services provided are taken as the research object,the long-term care service quality is taken as the research content,the elderly's evaluation of long-term care service quality is analyzed in the Long Term Care Insurance pilot.The assessment of the long-term care service quality not only helps to discover the problems in the long-term care service quality provided in the long-term care insurance pilot,but also has certain practical significance for improving the long-term care service quality and the effective implementation of long-term care insurance.Based on the research of long-term care insurance at home and abroad,this paper takes the pilot of long-term care insurance as the background,and focuses on the analysis of the current status and service status of long-term care services in Shanghai.This article draws on SERVPERF model,through literature research and expert interviews to construct a Shanghai long-term care service quality evaluation system,including five first-level indicators and 20 second-level indicators of perception,assurance,responsiveness,reliability,and empathy.And using the AHP method to assign weights to the evaluation indicators.On this basis,this paper investigates Putuo District,Xuhui District,Jinshan District,Yangpu District,Jiading District and Pudong New Area in pilot areas of long-term care insurance by means of a combination of questionnaires and interviews and obtain 450 valid samples.The fuzzy comprehensive evaluation method is used to calculate the evaluation scores of long-term care service quality in Shanghai's long-term care insurance pilot.The results show that at present,the score of long-term care service quality in Shanghai Long-Term Care Insurance pilot is 4.0842 points,which is at a satisfactory level.Among them,the perception evaluation score is the highest and the reliability evaluation score is the lowest.At the same time,the scores of long-term care service quality under different service modes are also different.The long-term care service quality of the pension institution has a higher score than the community home.Finally,through research and interviews,this paper analysis the problems and causes of the long-term care service provision in Shanghai and puts forward suggestions to improve the quality of long-term care service in Shanghai in order to better meet the needs of long-term care services for the elderly,and provide lessons for future pilots.
