Study On Problems And Countermeasures Of Long-term Care Service System For Urban Elderly In China

Since the reform and opening up,China's economic construction has made remarkable achievements.With the continuous improvement of people's living standard and the continuous innovation of modern medical technology,people's average life span has been risen significantly.Since our country entered the aging society in 1999,due to the short time and the rapid progress,our government and society have not fully recognized the opportunities and challenges brought by the aging society.In the past ten years,while deepening the understanding of population aging,the Party and the governments have promulgated and formulated many laws and regulations to promote the care for the elderly.On the Eighteenth National Congress of the Party,the report points out that we should actively respond to the population aging and vigorously develop the industries for care of the elderly.China has been dealing with the social issue of population aging actively.The dramatic development of population aging,and the emergence of many other problems,require us to look ahead at what might happen,take precautions actively,and put forward corresponding countermeasures and solutions.As far as China's population aging is concerned,with the rapid growth of the elderly population,the miniaturization of family size and the increasing proportion of disabled and elderly people,the traditional family pension model will gradually be unable to bear the pressure of providing for the elderly.In the outline of the 13 th Five-Year Plan for Old-age Care,it is proposed to establish an old-age service system based on the joint efforts of family,community,institution and medical care.In such context,this paper chooses the long-term care service system for the urban elderly as a breakthrough,to study the population aging in China.Based on the researches of long-term care at home and abroad,this paper analyses and determines the overall framework,research content,research methods and innovations.In the second chapter,the concept of long-term care is clearly defined,and the theoretical basis of the paper is briefly introduced.In the third chapter,the status quo of the long-term care service system for the urban elderly are analyzed in the following three aspects,namely,policy and financial support,system composition and services.In the fourth chapter,based on the data from the Fourth Sample Survey on the Living Conditions of the Elderly in Urban and Rural China,the China Social Statistics Yearbook 2018,and the websites of the State Council and the Ministry of Civil Affairs,the problems of the long-term care service system for the urban elderly are deeply analyzed.In chapter five,according to the current situation and existing problems of the long-term care service system for the urban elderly,corresponding solutions are put forward.Only by promoting the legalized construction of long-term care and service system,can the balanced relationship between supply and demand be reasonably kept.Improving fund-raising channels,establishing longterm care insurance system and realizing the sharing of pension responsibilities are conducive to not only alleviating the financial burden of the government,but also encouraging individuals and families to develop the sense of responsibility.To improve the personnel training mechanism and the professional quality of long-term care providers,we look forward to providing long-term care with higher quality and more services for the urban elderly.
