Public participation in legislation as a form of democracy has become an integral part of the democratic system of modern nations.The law is the guarantee of the system,perfect system and complete laws are the premise of public participation in the successful practice of legislation.There are three main problems in China's public participation in legislation: lack of legal protection,loopholes in system design,and institutional practice.This article will be problem-oriented,through the analysis of China's public participation in the legislative practice of the NPC Standing Committee,combined with the legislative ideology of the new era,hoping to find out the perfection of the public participation in our country and the development path.In addition to the in-depth study of the status quo of public participation in China's legislation,it also needs to combine the beneficial experience of foreign public participation in the legislative system and put forward a number of ideas in order to improve the public participation in legislation in China.This article is divided into four chapters.The first chapter mainly introduces the overview of public participation legislation and the historical evolution of China's public participation in legislation.The second chapter takes the Standing Committee of the National People's Congress as an example to explore the issues of public participation in legislation in China and analyze the reasons;The third chapters introduce the practice of public participation in the legislative system abroad,as well as experience and enlightenment.The last chapter puts forward the perfection and development path of public participation in legislation in China on the basis of the second and third chapters.
