Research On The Problems And Countermeasures Of The Reform Of Urban Block System

Urban block system is a kind of urban planning layout of a residential area with moderate scale built on the side of the road.In 2016,the central urban working conference proposed the reform of block system for large gated communities in cities,to establish the effectively connect between the internal roads of large gated communities and municipal roads,and to maintain public space with appropriate scale and complete set,in order to enliven the urban traffic nerve endings to solve the urban traffic congestion problem caused by the urban agglomeration effect,as the general will expression of the demand for public interests rising to policy level under the background of urbanization.As an important part of improving the supply capacity of public service,the reform of urban block system in China has a profound practical necessity.But the reform of the urban block system has been questioned by many people,which is mainly due to the traditional living concept,the lack of public consciousness and the worry about the protection of basic rights and interests after the reform.After in-depth study and analysis,the discovery was made that institutional arrangements for faults,asymmetric policy information and the public sectors with separate management has caused the lack of legitimacy of the reform process of urban block system and the new contradictions among the stakeholders.Therefore,under the guidance of mature theories such as public service theory,government function theory and public goods theory,with the summarize of the practice experience of foreign block system,the countermeasures are put forward from four aspects as raising public awareness of citizens,perfecting the relevant system construction,establishing a complete management strategy and exploring " Internet + block governance " model,which is hoped to provide reference for the process of urban block system reform,promote the implementation of urban block system,improve the supply of public services and promote the harmonious development of cities.
