Study On The Countermeasures Of Urban Public Transport Management System Reform In Xi'an City

With the rapid development of economy and society,the urbanization process in China is accelerating,and the integration of urban and rural areas is advancing rapidly.The population movement nationwide shows the characteristics of frequent and normalized,the public demand for travel is increasing,and the demand for the quality of travel is increasing.The contradiction between the travel demand and the supply capacity of traffic resources produced by the urbanization construction in Xi ' an is difficult to avoid,and the surge in the number of motor vehicles leads to traffic congestion and environmental degradation,which has become a difficult problem for development,and the most effective way to relieve traffic pressure is to vigorously develop urban public transport.Based on this,this paper studies the present situation,problems and countermeasures of public traffic management in Xi ' an,aiming to further improve the travel environment in Xi ' an,strengthen the coordinated development of transportation and economy,environment and resources,and promote the sustainable development of urban traffic.This paper first defines the concept of urban public transport,introduces its basic attributes and management mechanism,and at the same time takes the new public management theory,service-oriented government theory and government regulation theory as the guidance,analyzes the present situation of Xi ' an public transport management system from the angle of development planning and actual situation,In-depth analysis of Xi ' an public transport management system has such problems as inefficient management,imperfect governance mechanism,difficult road network optimization,low level of governance technology informationization.Through the systematic study on the successful practices of public transport management system reform in developed countries such as the United States,France and other domestic cities such as Tianjin,Shanghai and Guizhou,this paper summarizes the experience and enlightenment to the reform of public transport management system in XI ' an city.Finally,the paper puts forward some countermeasures,such as the reform of traffic management operation Mechanism,the reform of administrative organizationmechanism of traffic management and the reform of the management mode of public transport industry,which are of great significance to the transformation and development of Xi ' an urban public transport management system.
