The exploration of China's public service outsourcing began in the last century in 90s,after 20 years of unremitting efforts,the Chinese government in the public service outsourcing has accumulated some experience and obtained certain achievements.However,due to various historical reasons,China's political,economic and cultural development is not harmonious,there is no suitable soil for the government's public service outsourcing,outsourcing failure often occurs,leading to the phenomenon of decline in the quality of public services,the interests of the masses,government rent-seeking,damaged private monopoly and continue to occur,the lack of government responsibility is the main reason of the phenomenon.This paper is divided into four parts,the first part is the introduction,mainly introduces the background,significance,literature review and research methods;the second part mainly introduces the role of the government's public service outsourcing and responsibility system,in addition to this part introduces basic concepts,combined with welfare economics,new public service theory,service outsourcing theory and necessary the theory basis for the implementation of China's public service outsourcing;combined with the government responsibility of public service outsourcing,mainly divided into the government management responsibility,supervision and responsibility of guarantee liability.The third part is about the changes of the system of public service and the status quo of its responsibility,and expounds the concrete manifestation of the lack of government responsibility in the service outsourcing.The fourth part is the suggestions and Countermeasures to improve the responsibility of public service outsourcing.
