Research On Urban Traffic Police Service Reform From The Perspective Of New Public Management

Since the beginning of the new century,with the rapid development of economy and society,the urbanization process in China has been accelerating.Cities have become the largest platform for gathering population,resources and industries.The number of motor vehicles in cities has shown an explosive growth trend.The unprecedented pressure on urban road traffic poses new challenges to the urban traffic police system.Traffic police service is a characteristic performance of a city at a certain stage.When the traffic police service does not adapt to the pace of urban development,especially urban road traffic development,and the growing demand for safe,civilized and smooth travel of the general public,the reform of traffic police service should become inevitable.As a typical representative of small and medium-sized cities in China,in recent years,the contradictions among people,cars and roads in urban areas have become increasingly prominent.Traffic congestion,disorder and inefficiency of traffic police service have gradually become prominent.Traffic police service is increasingly unable to keep up with the needs of the objective situation which has changed dramatically in a short time,affecting the image of traffic police,reducing the satisfaction of citizens and hindering the development of cities.Shackles.Therefore,the reform of urban traffic police service is the inevitable result of social progress and the development of the times,as well as the modernization of the city.How to reform urban traffic police service more effectively and continuously improve the modernization of urban road traffic management ability of traffic police system has become an important problem that Binzhou traffic police system must solve.New public management theory is a new theory and practice in the field of government management.It almost subverts the traditional theory of public administration and sets off a huge wave of reform in the West.Although it has not yet acquired a good conceptual system,its tremendous guiding role in practice has undoubtedly emerged.Integrating market competition mechanism into public administration is the biggest difference between it and traditional public administration theory.Through the implementation of performance management and market-oriented operation,centralized power will be decentralized,the enthusiasm and creativity of personnel and institutions within public administration departments will be mobilized,and the vitality will be stimulated,so that administrative efficiency and service level will be greatly improved.As an important kind of police in public security organs,traffic police is also an important part of administrative organs and public departments.The new public management theory breaks the shackles of the traditional administrative management concept and provides a new perspective for the urban traffic police service reform.Drawing on the unique perspective of the new public management theory and consulting a large number of relevant literature,this paper goes to Binzhou city to conduct field discussions and research,and applies the new public management theory to the practice of Binzhou city traffic police service reform,explains the background and main measures of Binzhou city traffic police service reform,analyses the problems still existing after the reform,and puts forward some suggestions.Suggestions and suggestions on further reforming traffic police service in Binzhou City.
