Research On The Government Public Service Supply From The Perspective Of Network Governance

The widespread introduction of the concept "governance" means that the government departments need to change their thinking patterns when providing public service supply.With the practice of governance theory,providing quality and efficient public services will undoubtedly become the ultimate goal of social governance activities.In the process of service supply,the traditionally fragmented public service mode,which is dominated by government,has fallen into a historical circle of government failure,market failure and social failure.At the same time,the trend of globalization has forced the transformation of government governance paradigm.The demand of the governmental responses to social demands is increasing.Especially against the background in which multiple stakeholders and value subjects want to undertake the responsibilities of public service.,providing "better,faster,more affordable" public service has become the new goal for our government departments.Therefore,it is particularly necessary to study the supply of government public services.As a new development form of social governance theory,the theory of network governance critically inherits the traditional governance theory,and changes the perspective about the improvement of the public services supply on the mutual cooperation among the different subjects,which include the government,the third sector,the enterprise and the society.The mode of the new public service supply is also called the multi-agent model.It reshaped the relationship among the government,the third departments,the enterprises and the individual citizens,and made the supply of public service become networked,systematic and diversified.Therefore,based on the theory of network governance,the paper tries to explore the ways and means of optimizing the supply of government public services.First,the core concepts and relevant theories are defined and explained.Secondly,the core and focus of the research are established,and the compatibility and applicability between the network governance and the government public service supply are analyzed.What's more,in the perspective of network governance,the difficulties of the government's public service supply are put forward.Finally,aimed at the predicament mentioned above,this paper expounds the ways of solving the predicament from three aspects: one is to break the traditional thinking mode,implementing public governance with multiple agents and links.Besides,it is needed to ensure theoperation funds,and optimize the network operation technology.Thirdly,improving the service level and perfecting the performance evaluation system are also important and urgent.Based on the above measures,the government's ability to provide public services has been enhanced,and the policy system of government public services has been optimized.So the possible risks and challenges in the process of our government's public service supply could be dealt with successfully.
