Research On The Main Responsibility Of Public Service Supply In Urban Community From The Perspective Of Network Governance

The urban grass-roots social management system of our country changes from unit system,street residence system to community system,which makes the urban community begin to undertake the function of supplying public service by unit.The supply of urban community public service belongs to the most important component of grass-roots social governance,including the government,social forces and market subjects,etc.In the multiple subjects cooperation supply link,many subjects will participate in the public service supply process together,because they have the same goal,make the boundary between these subjects gradually blurred,even produce collective irresponsibility or the phenomenon of prevarication.Because the urban community public service is all-encompassing,this paper will choose the perspective of old service to elaborate,the reason for choosing this perspective is because of certain economic and social background and the real value of urban community to serve the old.The implementation of family planning policy has led to the phenomenon of fewer children in the family,and the "four-one-two" family structure has also made the family unable to fully assume the responsibility of caring for the elderly;the increasing social mobility and the weakening of traditional concepts have weakened the position of traditional families in the supply of services for the elderly;in addition,the study of urban communities serving the elderly has certain practical value.can better meet the needs of the elderly in the community,construction Harmonious community,is conducive to all levels of government to achieve higher governance performance,building responsible government and service-oriented government.Therefore,based on the increasingly severe trend of population aging,this paper will select the urban community for the old service perspective to discuss the responsibility of the main body of urban community public service supply.Network governance theory can be used as the analysis framework of the responsibility of the urban community to supply the old service for the urban community because of its diversity of governance subjects,decentralization of governance responsibilities and horizontal interaction of governance structures.On the premise of analyzing and combing the relevant documents and materials from the perspective of network governance theory,the author goes deep into the field and takes the form of empirical inquiry to interview the C street workers in P district ofShanghai.In order to promote the efficient supply of urban community service for the old,the paper expounds the responsibility of the main body of urban community supply for the old.
