| The public institution is the main carrier of providing public goods and public services for citizens.As the citizen of our country public products and main provider of public service,belonging to China's unique types of organizations.To establish and perfect the corporate governance structure of the institutions is an important part of classification reform of public institutions,but also China's administrative system reform and the rule of law is an important part.In 2007,Shenzhen city started the construction of the corporate governance structure of the institutions,selected 10 suitable for setting up the Council institutions pilot.After 10 years of reform and practice,the construction of the corporate governance structure of the institutions have achieved certain results,promote the institutions of their own development.But with the deepening of the reform,the reform of institutions encountered a bottleneck problem restricting the deepening,and comprehensively promote the construction of the corporate governance structure of the institutions.This paper adheres to the principle of combining theory and practice,the case in the collection and analysis of relevant research reports,data based on the data of the property rights theory,stakeholder theory,principal-agent theory,facing the construction of Shenzhen city institution legal person governance structure construction process is slow,the legal autonomy organization is not in place,structure and operation mechanism is not perfect,analyzes the reasons of supporting system lack of convergence and other issues,and foreign public institutions and other parts of the country and institutions of corporate governance experience,put forward the relationship from the remodeling of government affairs,improve the organizational structure,improve laws and regulations and other aspects,to provide suggestions for Shenzhen City,comprehensively promote the corporate governance structure of the institutions construction. |
