Research On Corporate Governance Structure Of Public Institutions In Licheng District

As a special kind of organization in our country,public institutions generally have the problems of indiscriminate government affairs,indiscriminate business affairs and unclear function orientation,as well as the problems of low ability and quality of providing public welfare services.The traditional management system of public institutions formed in the planned economy period has been used up to now.The accumulated shortcomings in the operation of public institutions have not been eradicated.These problems and shortcomings have seriously affected the healthy development of public welfare undertakings.It is urgent to solve them through reform.In the process of promoting the classification reform of public institutions,the state proposes the reform path to improve the corporate governance structure of public welfare institutions.Based on this,the construction of corporate governance structure in public institutions has been extensively explored in all regions of the country.Over the years,the exploration work has gradually entered the deep water area of reform,touched the border stipulated by laws and regulations,and the bottom-up reform has encountered a huge bottleneck.Starting from the governance theory,stakeholder theory and principal-agent theory,this paper combs and summarizes the concrete practice in the construction of corporate governance structure of public institutions based on the reality of Licheng District of Jinan City,digs deep into the problems existing in the construction process,and analyses the deep-seated causes of the problems.At the same time,the author selected successful cases of foreign public institutions and advanced pilot experience of domestic cities,summed up the beneficial reference for the construction of corporate governance structure of public institutions.Finally,the paper puts forward the countermeasures and suggestions to construct the corporate governance structure of public institutions.This paper consists of six parts.The first part is the introduction;the second part elaborates the relevant concepts and characteristics of the corporate governance structure of public institutions,and discusses the internal relationship between the governance theory,stakeholder theory and principal-agent theory and the corporate governance structure of public institutions;the third part analyses the background of the construction of corporate governance structure of public institutions in Licheng District and combs it.The process of reform promotion was rationalized and the results of reform were summarized.The fourth part is to dig deep into the actual problems in the process of constructing the corporate governance structure of public institutions in Licheng District,and to analyze the reasons in depth.The fifth part,drawing on the typical experience of advanced regions at home and abroad,analyses its reference significance for the construction of corporate governance structure of public institutions.In the sixth part,it is proposed to follow up the top-level design through national legislation,clarify the power-responsibility relationship through the implementation of corporate autonomy,strengthen the decision-making ability of the Council through multiple participation,establish and improve the supporting system and corresponding supporting mechanisms,and explore the path of establishing a multi-regulatory system combining internal and external supervision modes,which can be used for the career lists in Licheng District.The construction of corporate governance structure plays an effective role in promoting.
