Research On Counter-terrorism Intelligence Cooperation Mechanism From The Perspective Of Constructivism

Since its establishment in 2001,Shanghai Cooperation Organization(SCO)has stipulated the scope,modalities and institutions of cooperation in the field of counter-terrorism intelligence cooperation.Member states regularly exchanges counter-terrorism tactics and conducts counter-terrorism investigation collaboration.However,there are still many problems in the SCO's counter-terrorism intelligence cooperation mechanism.On the one hand,there is a lack of preciseness in legal norms,insufficient in intelligence collection and sharing,lack of intelligence experts who are proficient in various languages.On the other hand,there are differences in interests among member states,such as conflicts of boundaries and cross-border ethnics,difference needs of resources and major point.Those countries are bandaged by rationalism,worried that all-round counter-terrorism intelligence cooperation will harm there interests.Various factors limit the in-depth and effective of counter-terrorism intelligence cooperation.In order to solve these problems,this paper introduces Constructivism theory,strengthens the cohesion of all countries from the perspective of constructing common ideas,and perfects the mechanism of counter-terrorism intelligence cooperation of the SCO.The main point of this paper is that the common concept constructs the SCO's anti-terrorism intelligence cooperation mechanism and gives this mechanism development momentum.The article is composed of five parts.The first part including the background and significance of the topic,theoretical perspective of this paper,domestic and international research status of this issue.The second part contains the development process and structural evolution of the international system.The SCO member states are mainly in competitive relationships at the stage of the Locke international system.It is necessary to transform into the Kant international system by constructing a common concept and forming a collective identity.The third part contains the status quo of the SCO's anti-terrorism intelligence mechanism from the perspective of national identities,interests and common concepts.The national identity and interests of each member state have similarities and also huge differences.The similarities have made the SCO have the basis of carrying out counter-terrorism intelligence cooperation,and the differences have caused contradictions among member states and affected the deepening of cooperation.The fourth part is based on the differences in national identities and interests of member states.The SCO's counter-terrorism intelligence cooperation has shortcomings of cooperation mechanisms,the conflicts of interests and cognition are difficult to resolve.These factors make it difficult to deepen counter-terrorism intelligence cooperation.Finally,this paper puts forward the prospect of the future development path,and theoretical thinking on the existing problems from the cultural view of reconstructing the national identities,interests and common ideas.The SCO should take a global view,reduce identity and interests differences,construct a common concept,re-create national identity and interests to promote further cooperation between the SCO in the field of counter-terrorism.
