Traditional culture contains a lot of wisdom. Those documents that have been handed down for thousands of years enable us to have a glimpse of their logical system and help us build awareness of the world in more dimensions. The Book of the Lord Shang has a complete set of the theory about rule and law.Based on the change of history to analysis the emergence of law, stress the role of law.And the legislation, law enforcement,law-abiding have designed. Many statements which now seems to be amazing. We can dig out something very early in time, and they can be used as an important reference to construct our modern awareness system. The One Word and Definite Division are two chapters that embody the thought of this book intensively. With the aim of rejuvenating the country, one discusses governing the country by law,and the other one discusses implementing law.In the view of modern theory, the most controversial part is to put the law as a tool to rule the country, and use punishment and reward to maintain social order. But the difference between traditional and modern concept reflects the progress of human society, the change of thought, and the evolution of the rule of law.The development of thinking changes is included in this difference, which shows how history changed values and ways of thinking over time.To have a definition of this difference is not the goal.Instead,we are trying to find the regularity in the change of thinking out of history.Although there is a large gap in the starting point and the way of realizing social governance with the common cognition of modern people, its assumption of making laws and popularizing laws is surprisingly rich in modern practicability. In the design of official position on law,the enactment and preservation of texts, the knowledge of the judiciary, the enforcement of the law,and the popularization of the law,it provides a very persuasive system. Our past makes the present, and the present determines the future. It is necessary to understand our past.
