Research On The Innovation Of China's Local Government Decision-making Mechanism From The Perspective Of Public Participation Theory

In recent years,public participation has become a key word in the field of public life in China.Behind this keyword,we can feel the public life's recognition of basic concepts such as communication and consensus.This recognition not only reflects the party's and the government's comprehensive encouragement of public participation,but also the citizens' need for participatory governance.The structural changes brought about by social transformation,the awakening of citizens' sense of ownership and awareness of public participation,and the appeal of “publicity” in modern society have all contributed to the rise of public participation in the two directions.Public participation can also be applied to the local government's decision-making mechanism,giving full play to the role of public participation theory in local government decision-making in order to find ways to optimize the local government's decision-making mechanism.Local government is the core organization that implements the Party and national policies.It is both the executor of policymaking and the maker of decision-making.The government's decision-making runs through the entire process of managing local affairs.Therefore,the merits of decision-making determine the success or failure of its management.Under the guidance of the theory of public participation,this article draws on the successful experiences of the local government decision-making mechanisms in developed countries,uses literature analysis methods,theoretical research methods,and case analysis methods to explore the problems in the local government 's decision-making mechanism,and focuses on the public participation theory perspective.The decision-making and advisory mechanism under the system has some problems,such as the forms,the imbalances and vacancy of the decision-making supervision mechanism,the low participation of citizens in the decision-making participation mechanism,and the unsound decision-feedback evaluation mechanism,and the deeper analysis of the causes of the problems.The first is influenced by the administrative system of the early local governments,the second is the weak supervision awareness of local government decision-making power,the third is that local government decisions easily deviate from the correct value orientation,and the fourth is influenced by the internal hierarchy of the administrative system.On the basis of this,it puts forward the proposed countermeasures for the innovation of local government's decision-making mechanism under the perspective of public participation theory.The first is to improve the level of public participation in government management,including identifying subject types,defining the scope of participation,determining the depth of participation,and choosing the timing of participation.On the other hand,the innovation of various sub-mechanisms of the decision-making mechanism,including awareness mechanism innovation,emphasizing the role of information base,innovation of consulting mechanism,strengthening democratic awareness,supervising mechanism innovation,intensifying multi-participation,innovation of accountability mechanism,broadening accountability channels and feedback Evaluation mechanism innovation,the implementation of standardized evaluation of these five aspects.poor citizen participation in the decision-making participation mechanism and the unsound decision-making mechanism of decision feedback,and the profound analysis of the causes of the problems.The first is the influence of the early local government administration system,and the second is the supervision consciousness of the local government's decision-making power.The third is that the local government's decision is apt to deviate from the correct value orientation,and the fourth is affected by the internal hierarchy of the administrative system.On this basis,we put forward the suggestions for the innovation of local government decision-making mechanism in the view of public participation theory: first,to improve the level of public participation in government management,including the two aspects of identifying the type of the main body,defining the scope of participation,determining the depth of participation and choosing the opportunity for participation,and the two is the innovation of the sub mechanisms of the decision-making mechanism.The five aspects,including the innovation of awareness mechanism,the role of the information base,the innovation of the consultation mechanism,the strengthening of the consciousness of democracy,the innovation of the supervision mechanism,the enhancement of the innovation of the multiple participation and the accountability mechanism,the innovation of the accountability channels and the feedback evaluation mechanism,and the implementation of the standardized evaluation.
