In the modern society, the degree of the public participation has become an important index to measure the level of social democracy and of government management. Public decision-making is the main method that the government through it to provide services and carry out management. In the process of it, there is or not public participation determines the public decision-making is rationale, legal and feasible or not. Therefore, it is necessary to allow citizens to participate in public decision-making of the local government.In recent years, with the development of the socialist market economy and the process of political democratization, more and more citizens enter in to the public sphere and participate in the policies that to solve public problems. The public participation shows a trend of rapid development. But at the same time, due to the public was dissatisfied with some policies, conflicts between the public and government often occur. These events not only tell us that the participation consciousness and ability of china people have improved, but also reflects that there are some problems in the public participation in the public decision-making of china local governments.This article takes the concept of public participation in public decision-making of the local government as logical starting point, it dissertates the basic viewpoints of New Public Service Theory and points the practice significance to public participation in the public decision-making of local government which lays the foundation for solving problems. Next, case on the Xiamen PX Project Event, this article points out the problems in the public participation in public decision-making of local government and analyzes their causes. Last, aiming at these problems, it provides the ways to perfect public participation in public decision-making of local government. Firstly, establishing the public interest objective, to build the goal for citizen to take part in the public decision-making of local government; secondly, focusing on the public participation, in order to create necessary environment for public participation; thirdly, building a perfect interactive cooperation between government and the citizen, which is a key to solve those problems.
