Local Government Public Decision-making Participation

In recent years, citizen participation has become an important field of public lifeChinese keywords. Behind this keyword, we feel the public life on the basic idea ofcommunication, consensus of identity. This identity is not only the ruling party andgovernment to citizen participation to encourage, as well as social citizen demand forparticipatory governance. Coupling of the government and citizens in the basic conceptlayer, become Chinese social transformation, transformation of the government is animportant dynamic. Idea and action in a variety of citizen participation in practice, is aChina democratic system from macro level to the micro governance politics to enrichthe picture, is also continuously activate our democratic practice and public sectorinstitutional imagination. The social transformation brings about the change of socialstructure, the age of rights of citizen consciousness, the modern society to the public life"public" appeal, these are from the top-down and bottom-up two direction to promotethe rise of citizen participation.In this paper, based on mastering and drawing onprevious research results, attempts to explore the citizen participation in publicdecision-making of local government. The first analysis of China’s local governmentdecision making situation of citizen participation in public participation in publicdecision-making, analysis of the local government planning period of citizenparticipation in public decision, the local government in transition period the citizen,affirms the achievements of theoretical basis, the performance cannot do without citizenparticipation in China local government public decision making: the theory of citizenparticipation theory, governance and good governance theory, collective action.
