Local Governments Explorepublic Participation In Decision-making

Local governments play pillar strength in the implementation of central policies, the development of local public policy to promote local economic development and maintaining stability of the local community. Public policy is a local government to realize the rational allocation of social and public interests. It is far-reaching significance to local governments to expand public participation in decision-making process. Today, public participation in local decision-making is processing serious deficiencies, leading to the legitimacy of local government public policy, lack of legitimacy. This article tries to find out that the value of local government decision-making on public participation and the lack of public participation and other issues in depth analysis by studying the example of Changzhou City, and to propose countermeasures from the concept-change and public participation.In the introductory part, the study and significance of research status and research ideas are briefly introduced. The key concepts are involved, such as local government, public participation, and public policies. This study focuses on three aspects, namely: the value of public participation in local government's decision-making, the reason analysis of public participation and its absence in local's decision-making, and the countermeasures of public participation in local government's decision-making.Public participation in local governments has great value, embodied in: to help improve the legitimacy and identity of local decision-making, and strengthen supervision and restriction policies to prevent the decision-making failures and help increase public awareness of local government recognition of public policy, contribute to the maintenance of social equity and stability of the local order.The reasons for the lack of public participation mainly in the following areas: less channels for public participation in local decision-making, poor awareness of public participation and public participation in government decision-making mere formality. Due to the negative impact of traditional political culture, participation in paid lead to limited participation of citizens, public and government information asymmetry, orientation self-interest of local governments, citizens'low quality constraints such as enhanced awareness of cause and citizen participation the absorptive capacity of the existing political system and response capacity of the conflict, the interests of citizens express their needs and institutional contradiction between the lack of channels for participation.Formulation of public policy for public participation in local government resulting from lack of deep-seated reasons, this article learn from in three aspects of local government public participation in decision-making such as foreign advanced experience, from a policy subject, the policy object and policy environment to propose a solution. It is recommended to improve public policy decision-making system, increase public participation in the awareness and ability, to create a suitable environment for public participation in government policy-making.
