In recent years,the resignation of civil servants has become a hot issue.Although it accounts a small part in the share of state-owned establishment,but it is noteworthy that this trend is increasing.In fact,most of people go to non-state-owned institutions are not streamlined.Many civil servants whohave high professional skills,various work experience,strong information technology skills and proficient in foreign languages have toresign.The reasons for this phenomenon are numerous and complicated.One of which,they must face to a high work pressure,low compensation(income,welfare)and extremely difficult promotion.To against the above difficult situation,some of them choose to wait for opportunities,while others choose to give up their stable jobs,and then step out of the competitive society to express self-worth.From an optimistic point of view,with the implementation of a series of national policies,the increase in the amount of resigningcivil servants indicates that the relevant reforms are working and therefore it is a positive signal.It heralds the high survival pressure has to be suffered by current civil servants.Therefore,we should consider about remuneration problem for civil servants such as the compensation.This study will focus on the issue of civil servants actively resigning(excluding the case of retirement,dismissal).First of all,the study will carry out a systematic and comprehensive analysis about the phenomenon of Vietnamese civil servants resigning in the period of 2011-2015.At the same time,through questionnaire survey,this study will make a detailed investigation on the situation of Vietnamese civil servants' resignation,and in-depth analyze to clearly reflect the reasons for the current status of civil servants initiatively resigning.Then,based on the experience of resigning civil servants from China and other developed countries,the study will give out solutions to improve the phenomenon of civil servants resigning from the current reform phase.The introduction of this paper is a summary of the theoretical foundations,research context,research significance,research methods and major research contents,and introduces about the situation of domestic research and foreign research in this field.The first part of main essay overviews the recently situation of civil servants' resignation,outlines thedevelopmenthistory of Vietnamese civil servants,as well as the resignation management system.The second part,author conducts questionnaires and interviews,then analysis collected data,to analyze the various reasons leading to the resignation of civil servants.The third part briefly describes the experience and inspiration of China and other developed countriescivil servants in talent retention and resignation management,to provide a reference for the resignation management of Vietnamese civil servants.The last one aimed to highlight the phenomenon andproblems of the resignation of Vietnamese civil servants,in referring to China's advanced experience,to put forward the perfect measures and suggestions for the resignation management in Vietnam.
