Vietnam Congress Construction Under The Perspective Of Political Reform

Vietnam is one of remaining five socialist states ruled by the Communist Party in the world. Substitute the party for the government is a common phenomenon In the development of Vietnam because of the influence of the Soviet model. Congress simply turns the party’s decision into the "rubber stamp" and "voting machines" of national laws. Vietnam began its reform and opening up drive under the new situation at home and abroad in 1986.Vietnam Promotes its economic system reform and political system reform continuously by the active exploration to the theory and practice of the construction of social democracy. The most notable of these reform measures is the construction and reform of Vietnamese National Assembly which is gradually becoming the sign of Vietnamese democratic construction and political reform. As Vietnam supreme representative organ of the people, the Vietnamese National Assembly is not only the highest organ of state authority, but also the single state legislature. The congressional representatives qualification should be reviewed strictly. The confidence voting system and competitive election are carried out; Secondly, improving the structure of congressional representatives, increasing the proportion of full-time representatives, improving the status of women in Congress, encouraging non-Party people to introduce themselves to the Congress representative; Thirdly, the system of making inquiries is carried out and then live broadcast is needed; Fourthly, improving the organization and operation mechanism of Congress. So, only through the reform can Congress play a more prominent role in promoting the Vietnamese stability and development. This can make the Vietnamese National Assembly worthy of the name as the organ of supreme power.
